patch #7598: Fix multilib compilation error caused by inconsistency in _FOR_BUILD variables

The LDFLAGS_FOR_BUILD variable is set to LDFLAGS when it is supposedly detected that crosscompilation is not occuring. But CFLAGS_FOR_BUILD is not set to CFLAGS. When -m32 is introduced into both CFLAGS and LDFLAGS on a 64-bit/32-bit multilib system, this causes a compilation error when builtins/mkbuiltins is being linked.

To support both the crosscompilation scenario and this casual not-quite-crosscompilation scenario, LDFLAGS_FOR_BUILD and CC_FOR_BUILD should both just be initialized to static values instead of to LDFLAGS and CC respectively.
