It has been now fixed to disable the single user entry.
The variable is called GRUB_DISABLE_LINUX_RECOVERY="true"

I don't know why you say that the 2nd Debian bug report contains a patch to include full support for multiple kernel entrys with different options.
There isn't any in the Debian bug report.

There is a patch that allows to have multiple kernel entries with arbitrary options:

There is a patch that allows to set a variable (GRUB_NOSINGLE_LINUX) in /etc/default/grub so that single-user menu entries are not generated if undesired.
