The config file is what GNUstep uses to find all it's other files, so it has to go in a standard place.  That's pretty typical - X11 and many other packages put things in /etc. Perhaps it corresponds to the autoconf --sysconfdir option.

compile-all is an old, probably obsolete script.  If you are interested in compiling everything in one shot, I'd recommend the Startup package.

Well, that sort of helps and maybe the subject line was not clear enough.

- I still think it is a bug for "compile-all" and maybe in general

- Are you saying that configuration files contain no data and  where do the data files go?

- I was looking up examples of --with-config-path and couldn't find many examples, however, I did find several that used what I was talking about $(PREFIX)/...

Also, most of the FAQs say that --prefix variable is the common installation prefix for all files <http://www.gnu.org/software/autoconf/manual/autoconf-2.57/html_node/autoconf_24.html>
(or the architecture-independent portion of a package when it is installed <http://sources.redhat.com/autobook/autobook/autobook_14.html>) which I beleive agrees with my interpretation.

Try doing

./configure --prefix=/data/usr/GNUstep --with-config-path=/data/usr/GNUstep/Config/GNUstep.conf

The behaviour you're getting is in fact not a bug, since configuration files are separate from data files.

Using compile-all /data/usr/GNUstep (and removing the requirement to be root, since not everyone is root on all machines), it fails to install GNUstep.conf because it is trying to put it in the 'default' location.

make/config.log shows the following:

GNUSTEP_CONFIG_FILE='/etc/GNUstep/Local'
GNUSTEP_LOCAL_ROOT='/data/usr/GNUstep/Local'

This really makes it hard to build this in a sandbox.

Also, I'm a bit confused about the behaviour of prefix here. Shouldn't it make more sense like this:

GNUSTEP_ROOT="($PREFIX)/GNUstep"
GNUSTEP_LOCAL_ROOT="($GNUSTEP_ROOT)/Local"
GNUSTEP_CONFIG_FILE = "($GNUSTEP_ROOT)/Config"

Since I'm new and haven't gotten it to build this might make little sense.
