There is a TMU format developed by XmacsLabs that uses utf-8 instead of national encoding. Maybe we can port this feature back to TeXmacs.

Thanks for your work. I am currently bringing back TeXmacs to Debian (see Debian bug report #1072829). I want to report that lintian(1) emits (numerous) national-encoding tags and strongly suggests to convert nation-encoding material into UTF-8 material. About the national-encoding tag, the lintian-explain-tags(1) helper has to say:
