Ukrainian letter «і»/«І» is missed in T2A encoding because Russian maintainers of T2A package refuse to fix it for more than decade, which causes endless troubles for Ukrainian users of TeX/LaTeX.

For me, running 'LANG=uk_UA.utf8 texmacs' in linux, does nothing special. The GUI and my default document language are unchanged and when pasting the two words you suggest they display correctly.
However, when selecting ukranian language for the document I do see the В<#456>таю <#406>нших on screen. I'm not sure what T2A is used for in this context (nor why it is used at all), but this bug somehow reminds me of #61228 in the sense that setting another document language gives the right characters on screen. Of course this is not even a workaround since spelling would not work...
