Sorry for the noise. This was an issue that had already been raised in #57748.

If you follow the steps below, screen will continue to wait for input regardless of the value of maptimeout.

screen
vim -u DEFAULTS
:set mouse=a
i<ESC>

vim will not return to normal mode until you type <ESC> twice. I think you need to make it so that it also times out for partial mouse sequences as in the attached patch.
