Does this mean there is no way to override a gettext-provided its file?

Since 0.19.8, gettext supports user provided directories for looking for `.its` files by setting `GETTEXTDATADIRS` or `XDG_DATA_DIRS` environment variables.[0]

However, even if those variables are set, if there is an `its` file in the host system, it would take preference over the passed directories.

It would be nice to priorize the `its` files present in the directories provided by those environment variables, because usually any modifications to be tested will be made in the local `its` files.
