Just to log the issue

When a file (or directory) name containing non-ascii characters is used from a syntax file, the stored filename will not be correct.

If the filename contains a non-ascii character, the syntax will read the file if it was saved with a syntaxfile.

From the GUI the file names stored and read are correct, but it is not possible to mix working with the GUI and syntax files when you have non-ascii characters in the filename.

If you have non ascii characters in the directory name, the directory is not found.
