There are 0 votes so far. Votes easily highlight which items people would like to see resolved in priority, independently of the priority of the item set by tracker managers.
This is indeed not a problem for PO readers/editors.
However, this is problematic when working in teams, when people are not using necessarily the same version of gettext, as running msgcat may yield different po files depending on the version, and thus producing non trivial diffs, even if no string has been modified.
