bug #37548: <new-line> has no effect when an argument to mapargs

The attached example, developed with the help of François Poulain shows that a macro using map-args may return a <new-line> tag which works, but a <new-line> tag passed as an argument does not cause a new-line to be started although it clearly has some effect because it's informational flag is visible

<new-line> should start a new line between b and B in that example document.
