Looking back through the old RCS history, those features were deleted in 1995.   Apparently it took 9 years for anyone to notice they were still documented in the man page.

I don't really know why they were deleted.  The checkin message for the first version that no longer has the features only says "new rev from Evan, to fix problems working with perl 5.0".

We'll update the man page to remove the stale documentation.

FILES section of cmail man page does not match the current funtionality of cmail. Specifically, the cmail man page says the following files are used:

    ".cmailgames"  contains a list of games with the email addresses of the opponents.
    ".cmailaliases" contains one  or  more  aliases  for  a  set  of email addresses.

However, I can find no reference to these files anywhere in the cmail perl script. So, either support for these files was accidentally dropped, or the man page hasn't caught up to recent versions. Since these seem like useful features, I'm assuming it's the former, but either way, /usr/games/cmail and CMAIL(6) should match.
