Many of the target files in our design environment exist in sub-directories that are created by the rule associated with the target in question.  The '-t' option cannot touch these files, as the required directory structure is not in place.  It would be nice to be able to optionally use the shell's 'touch' command instead of the built in touch function that is part of gmake, so the touch can be replaced with a smarter version.  Think of a 'touch -p' similar to the 'mkdir -p'.
