Using the same MPEG file, an image made by vcdimager
and one made by vcdxbuild (same build parameters) are
different.  The vcdimager SVCD plays fine on my Apex
600A; the vcdxbuild SVCD doesn't play at all.

Parameters:
--update-scan-offsets
-t svcd
-p
-v
--add-file=README.TXT,README.TXT
-l FOO
-b FOO.BIN
-c FOO.CUE
FOO.MPG

In looking at the actual disks, the main superficial
difference I see is a couple of new files that
vcdxbuild adds.  I don't know if these are the issue.
