Well, the bwesite is not out of date since the version with the GUI has not been released yet.

Also, it is possible to have more than one screenshoot, with one of them being defined as default (default is the one on Octave's main page http://www.gnu.org/software/octave/images/screenshot-small.png ). We can add more later if we add them to the octave webpage (which is not a bad ideia).

SO, should I push the patch?

Shouldn't the screenshot be updated to feature the new GUI?  That's a big selling point.  But, I suppose that doesn't affect the patch since it just points to the png file on the website and it is the website which needs updating.

I have attached a slightly changed version of the file and added it to the EXTRA_DIST. Can I push the attached cset?

I changed the license to GPLv3+ (after talking with Jordi on IRC, that's the license to use even for this things), expanded the description section with text from http://www.gnu.org/software/octave/about.html , and added that Octave is under the GNU project.

Fedora users and developers have written several AppData files which is used for showing screenshots and descriptions in various software centers such as GNOME Software which we are previewing in Fedora 20. One of those files is for Octave.

We'd love these files to be included upstream and installed in /usr/share/appdata, which means all the other Linux distributions other than Fedora can use this data themselves. Also, if the file is upstream you can change the description, screenshots and homepage as much as you like as your application evolves. There are guidelines on what things to include, and things like the aspect ratio for screenshots on the http://people.freedesktop.org/~hughsient/appdata/ website.
