The only value to keeping this open is that it's not yet known how bug #63827 will be resolved.  I don't think anyone advocates retaining the obsolete pdfmark in groff, but if for some reason that does end up being the resolution, then bugs about it are still valid.

Making 63827 a dependency.

I'm not seeing that in my A4 format copy, (or in the current online copy, at https://osdn.net/users/keith/pf/groff-pdfmark/wiki/FrontPage, which is also formatted as for printing on A4 paper), where this text appears towards the bottom of page 27, not page 14, on the last but one line of the last paragraph of section 2.7; the last line of the paragraph follows immediately, (still on page 27).

My next page begins with the top level heading for section 3; there is no widow line, carried forward from section 2.7.

Marking as "Unreproducible", for now; maybe should be "Invalid"?  Furthermore, is there any real value in keeping this open?  I will certainly not be pursuing it.

Per bug #63827, pdfmark.ms is no longer being maintained in the groff tree; the latest version is at http://osdn.net/users/keith/pf/groff-pdfmark/scm/tree/tip/

If this problem exists in that latest pdfmark.ms, a ticket can be opened for it on that site.

Keeping this bug open for now, since #63827 is still open.
