I wonder if it is possible to add a new main-menu-function (e.g. called "reloadrc") whose functionality is to reload the nanorc file that was used in the currently running nano editor session, and reapply it, effectively applying any changes that have occurred in it since the session started to all open buffers (or at least all saved/umodified buffers), without having to restart the editor for this to take effect.

This is way over the top. Sure, it sounds cool, but it requires a way of thinking that I don't have, and that I don't want to encourage nano users to develop. I don't see a problem with adjusting a string bind, closing and restarting nano, and checking how things work now. (If I would do this really often, I would open a second terminal to do the testing in, while doing the editing in the first, keeping that nano open.)
Also, the practicality of it: it would require freeing all of the data that was stored while reading the rc files, before reading those rc files again. That would require a whole bunch of code, and require some major restructuring to accommodate for the rereading of the rc files.
