This was already reported and fixed for Octave 7 inn bug #61701.
The fix will be part of Octave 7 which will probably be released some time in early 2022.

As an interim fix, you could use the patch from the MSYS2 build rules that de-activates support for SUNDIALS if it uses an API that is incompatible to Octave 6:
