Thanks for the bug report. However, the Octave project has no control over binary packages or how distributions choose to build Octave, consider filing bugs with whatever distribution you want to. There is nothing that Octave itself does to ensure, force, or prevent what you are suggesting from being done.

It would be nice to have no-GUI packages at least in the major distributions, to prevent installing an X environment just for Octave.

I know at least Ubuntu and Arch have those "-nox" packages in their Repositiory.
