I don't have a minimal reproducer yet, but encountered this issue while working on doc/ms.ms.

I'm attaching the current version the file from my working copy.  Here is the relevant portion.

Documents that need to determine whether they are being formatted with

or another implementation should test this register.

Thanks to the keep, the section doesn't start until page 24, but the TOC records it as occurring on page 23.

Also affects groff 1.22.4.  Likely quite old.
