No follow-up has arrived and it's been a week.

Closing as invalid.  As a further exhibit in support of Dave's and my claims, I offer the following which appears to document the introduction of the `-z` option.

"-E" suppresses errors and warnings, which are two different classes of messages that can go to stderr (and as Branden notes, in recent code these messages generally explicitly label themselves as one or the other).  So if your proposal (and I agree with Branden that it's a bit unclear what you're asking to be changed) is to change this:

> .B \-E
> Inhibit
> .I @g@troff
> error messages;

to say "Inhibit gtroff warning messages," this would inaccurately describe what -E does: -E inhibits error messages.  That it also inhibits warnings is stated by the rest of the sentence:

> implies
> .BR \-Ww .

Also not sure what you mean by:

>   Real errors should not be suppressed

Is this saying that people shouldn't use the -E option? that groff shouldn't offer a -E option? that you think the -E option doesn't actually suppress errors?  (If the last, giving an example of an error message that -E lets through would be useful.)

I don't understand this report.  GNU troff has plenty of error messages.

$ test -z "$(printf '\\' | groff 2>&1)" && echo empty input
$ test -z "$(printf '\\' | groff -E 2>&1)" && echo empty input
empty input

That's groff 1.22.4.  groff Git HEAD prefixes such messages with "error:".

Yes, that sounds correct to me.

  Real errors should not be suppressed and "*roff" has only categories
of warnings.

  The man pages (groff.1.man, troff.1.man) say:

.B \-E
Inhibit
.I @g@troff
error messages;
implies
.BR \-Ww .
