    [me]: Fix Savannah #62039.

    * tmac/e.tmac (initialization): Define `@b` as empty if formatting for
HTML, because no page breaks occur in that format.

    Fixes <https://savannah.gnu.org/bugs/?62039>.

The fix for this seems straightforward, but rendering of me(7) documents to HTML seems pretty subpar.

meref.me gives the package a good deal of exercise and reveals several problems.

Putting a footnote marker in a section heading confuses the output all to hell.  I guess a "devtag" is required for this sort of thing.

But for the instant issue, defining `@b` as an empty string when formatting for HTML seems to do the trick.

As with Alejandro Colomar's several recent reports regarding man(7)/HTML support, it's not clear to me when we'll get to issues like this.

This has something to do with avoiding page breaks in HTML output.
