Repurposing this ticket.

Hollow out much of the very old content of this document, rename it, and replace it with release notes for groff 1.23.0.

The release notes should be the template for a release announcement email to go to info-gnu or whatever, EXCLUDING the relevant contents of the `NEWS` file (which are already present in the distribution, but which can be pasted into the email).

I guess we can use some `www` macros if they will serve nicely, but we certainly don't need to use undocumented ones.  See bug #62627.

The colorful bits and the image of the gnu can stick around.

Branden also says in that email post: "doc/webpage.ms... appears to be the source document for the groff home page at some time in the past."

This conjecture is borne out by a 2005 email, which explains the then process for building and installing it: http://lists.gnu.org/archive/html/groff/2005-10/msg00048.html

However, rather than closing this bug as "Wont Fix," I'm repurposing it, in line with the thread cited in comment #1.

As Branden says at the start of the thread:

The most popular option (though with admittedly few ballots cast) of those he listed was:

Declining to update doc/webpage.ms with every new release's NEWS was a deliberate decision based on email list discussion (see thread starting at http://lists.gnu.org/archive/html/groff/2018-11/msg00011.html) around the time of the 1.22.4 release.
