Did you check the --unlink option ?

In case of a mirror, if existing files need to be rewritten,
have an option that re-creates them in case they have more than
one reference to the inode, instead of writing new content to the existing inode.

This is important, if you need to use hardlinks creatively, and wants wget to write a new file with the new downloaded content, and leave the old hardlinked file copy alone.
