To reproduce, run:

  src/nano --ignore +-1 README

Then type: xx M-6
Result, the screen scrolls half its number of lines, centering the cursor.

Expected behavior: the screen should scroll just one line, as that is all that is needed to bring the cursor back into view.

Bug exists since at least nano-2.6.1.  Version 2.5.3 was still okay.
