Tue 06 Nov 2018 07:43:18 PM UTC, comment #1: Okay, in /etc/console-setup/cached_UTF-8_del.kmap.gz I've simply changed the first "KeyboardSignal" to "Up" and have reloaded the map, and now <Alt+Up> acts as <Up> (instead of doing nothing).

To reproduce, switch to a VT (say, <Ctlr+Alt+F2>), and run 'nano NEWS' there. Then type: ^W the <Enter>. And then type <Alt+Up> and <Alt+Down> a few times. They do not jump to the previous or next occurrence of "the".
