I do not see this ligature being supported by the Velthuis font, on which FreeSerif is based.
You should understand that in Devanagari, outside half-forms of and a few required ligatures, ligatures are a matter of style which varies by language, time and region. (Nonetheless, flame wars are fought.)
Thus, this is not a bug, rather, a wish.
I attach the set of Velthuis ligatures as rendered with FreeSerif on my system.
This does not include a ligature for द् + ध् + र् + य (four-consonant ligatures are very rare.)
There are standard documents published by TDIL for Hindi. No way such a thing is normal for Hindi. Maybe it appears sometimes in Sanskrit.
I do not claim any expertise on the matter, but I am cautious.
If we can find corroboration of this form, I'll be willing to consider it.
