Eh, there's still some refactoring that can be done, too. Will do the test-coverage stuff to make sure I don't seriously break stuff, and then focus on at least breaking up the large functions into more readable chunks.

To really be done right, refactoring will involve major rearchitecting, a lá projected Wget 2.0 changes.

Instead, let's just be sure that we have the test coverage that we need, so we'll know when something's severely broken. Retitling accordingly.
