In this case, you could just state that the file in placed in public domain.

Regarding your question about what services we plan to use:

We want to have a shared Arch repository that all project members can
commit changes to.  SourceForge does not provide this.  We might also
like to have a CVS repository, since I have a script that can sync
changes between Arch and CVS (as is done with the Emacs project),
since a few project members don't like Arch.

In addition, GNU's CVS service has been more reliable in the past than
SourceForge's CVS service.

Thanks for your quick reply.

Some of your files cannot carry notices (eg <.png> files) would you mind to add a README file containing the copyright and license notices. Check http://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html for further information.

Last thing :), your project is actually hosted at Source Forge at http://sourceforge.net/projects/erc/. How do you plan to use the Savannah services ??
