All documentation has been condensed to pod, doc/userguide.pod. Build process has been amended to include
- generating LaTex, Text, and HTML doc from POD
- installing doc to relevant directories under dist/

convert all current (old) documentation to POD, and run converters during build process for all pertinent target outputs like html, latex, info, etc. Make sure all GNU documentation release requirements are met.
