This has been fixed in bash-5.0.

"declare -A" via nameref from within a function can fail with an error that suggests uninitialized memory is being read. The garbled identifier is a different short binary string on each run.

bash -c 'foo() { declare -n bar=baz; declare -A bar; bar[x]=y; }; foo'
environment: line 0: `dKU': not a valid identifier
