Mark Wielaard told me he reported this to sysadmin@gnu.org, who administrate lists.gnu.org. Thanks too :)

As for the tracker-spam issue, please check https://savannah.gnu.org/forum/forum.php?forum_id=4132

As they refuse to publically tell the reason for listing
anyone, it can only be guessed.  However, I assume this
is related to the problems reported in sr #104873 and
#104874.

Perhaps it would be possible to globally require any
followup comments to be sent by logged-in users for any
project that doesn't apply restrictions?

-email is unavailable- disabled dozens of users, as
obviously too many mail servers on earth rely on
spamcop:

A message that you sent could not be delivered to one or more of its
recipients. This is a permanent error. The following address(es) failed:

  -email is unavailable-
SMTP error from remote mailer after RCPT TO:<titzer@cs.ucla.edu>:
host Toucan.cs.ucla.edu [131.179.128.16]: 554 Service unavailable; Client host
 [199.232.76.165] blocked using bl.spamcop.net; Blocked - see http://www.spamcop.n
et/bl.shtml?199.232.76.165

While it can of course be argued that nobody should rely
on an unreliable service, there are so many of them that
it would be worth to undertake anything that could
remove lists.gnu.org from their database ASAP.
