If I use the command:

library read FILEPATH gds make-current

in a command file, the file gets read in with layers as
generic:DRC-nodes where as if I type the same command
(using the "-" to get the command window) I get the
proper result of the library being read in correctly.
What's the story? Do I need to explicityly turn the IO
tool on or something?
