Have you tried the alternative plugin VCDX? You can get this
from http://xinehq.de/index.php/releases

This plugin has the ability to both read from a CD disk
image as well as a CD-ROM drive. It may be that we can track
the problem down further with this.

Also I can re-extract the mpg file from the CDs that don't
work and play them on my PC, but they won't play directly
off the CD

Just checked a SVCD that works on the PC with vcddebug and
the output for both disks was the same

I ran vcddebug agains the original bin file which mplayer
will play and the burn cdrom and got the following difference.

Sometime when I create an SVCD under 7.12 from a
compliant mpg file I get a disk that will work in my
philips dvd 711 but won't work under windows or using
mplayer under linux. Other times it works.

I usually burn the bin/cue files using cdrdao but I
sometimes also use Nero. This doesn't appear to make a
difference.
