The test for $MYSQL_CONFIG has an extra "-o test", which, if I understand test(1) syntax correctly, means the test can never fail, even when it should. This pair of patches fixes that bug and makes a few other small changes:

  - $MYSQL_CONFIG is a precious var
  - don't set HAVE_MYSQL if we checked the version and discovered it's too old
  - If mysql_config isn't found, see if we can find mysql_config5.


It looks like the AX_LIB_POSTGRESQL macro should probably be given the same changes, but I'm not in a position to test that right now.
