The cvs instructions at http://www.gnu.org/software/libtool will be correct after the next cron update.

Please don't commit any changes made in a tree checked out using the old instructions from http://www.gnu.org/software/libtool, as the cvs history is not updated -- either check out a fresh tree with CVSROOT=:ext:yourname@subversions.gnu.org:/cvsroot/libtool
or else adjust the root in your existing tree with cvsnewroot from GNU cvsutils.

The val-tags problem has been fixed, so you can now check out the multi-language-branch from the new cvsroot.
cvs -z3 -ddevelopername@subversions.gnu.org:/cvsroot/libtool co -r multi-language-branch -d libtool-mlb libtool
