It doesn't work and it's not a misunderstanding: when I set some value, always a space is added to the left (either with Mozilla or Konqueror). When the user logs in it sees a negative quota value, whatever I have set for he/she. Probably string 2 number conversion problem.

The "Edit Quota" section, is just for giving a few Quota values. Edit these values to your needs.
Then go to Admin and edit the User you want to give a Quota. There should be a dropdown box where you can choose the Quota you have entered in the "Edit Quota" section. Save the new settings and try the Filemanager again, it should work now.

Sorry for this report, really. I just found out that I need to use the Quota values when configuring user accounts :)

You might think about setting the initial Quota value for all users to something different than 0 MB.

No file upload is possible as Quota settings have no effect. Initially, with an empty folder, for every user it says on the filemanager page: "Used Space: 4KB   Unused space: -4096B". This corresponds to value "1,10" in the form "Edit Quota" in Administration section.
Changing this value has no effect, even using something like "2000000, 2500000".
So, no file upload is possible as the message is all the time like this:

 could not upload /home/matthias_admin/StdPl6.html Quota exceeded
 could not upload /home/matthias_admin/ Quota exceeded
 could not upload /home/matthias_admin/ Quota exceeded
 could not upload /home/matthias_admin/ Quota exceeded
 could not upload /home/matthias_admin/ Quota exceeded

This even happens when trying to upload a zero byte file.
