Every time I log in on /setup/index.php ('Setup/Config admin login') and choose to upgrade (step 1), the login page appears again.

We've set php_register_globals on and have a properly configured MySQL. We were using 09.14 and try to upgrade to 16RC1 now.

Any help would be appreciated.
