This bug was already fixed in GNU make 3.81.  Thanks for the report!

If a $(eval) is within a conditional, then make fails and
states that endif is missing:

#
# Demonstrates that $(eval) fails within conditionals
#

ifeq "x" "x"
$(eval y=3)
endif

when running make with the above being the content of Makefile,
this is what happens:

zoltan@NSWHP032:~> make
Makefile:6: * missing `endif'.  Stop.
zoltan@NSWHP032:~>
