This appears to be a problem with the Cygwin version of GNU make: that version contains patches that we haven't reviewed and we don't support it here: you need to contact the Cygwin folks.  Eli feels that the problem doesn't happen in the vanilla version of GNU make for Windows, so I'm closing this report.  If you determine that it does happen with vanilla GNU make, please post another note (be sure to include all relevant details about how you compiled GNU make) and we'll re-open.

This problem doesn't happen with the native Windows build of Make 3.81.  If you rewally need to use the Cygwin build, I suggest to take this up with the Cygwin maintainers: I don't know whether the Cygwin version is supposed to support file names with drive letters.  Otherwise, build a native binary, or find a precompiled one somewhere.

The following makefile
------- begin ---------
all: c:/myfile.txt
echo "yes"
------- end -----------

produces the following expected output in make 3.80:

make: *** No rule to make target `c:/myfile.txt', needed by `all'.  Stop.

With make 3.81 the output is as follows:
Makefile:1: *** target pattern contains no `%'.  Stop.

I'm using the cygwin version.
