I noticed that this bug also occurs when you try to open
local files via the HOME button in Load... and Save as...
dialogs. But it should be possible to access $HOME without a running network!

My fault was to unplug the ethernet cable without resetting the default network route!!!

Until the bug is fixed, that can be worked around by pressing Ctrl-C twice in the terminal running texmacs to interrupt wget.

Be careful, a third Ctrl-C will interrupt texmacs.

Sometimes, the texmacs.org website timeouts. Then, any attempt to open a web file from this server using TeXmacs will make the application hang for a very long time.

I found the problem when trying to open the example files linked from the web documentation.

The problem is that wget use a default timeout value of 15 minutes, which is appropriate for a batch use, but way too long for an interactive use in texmacs.
