I don't expire this problem in combination with a mysql database. Which db system are you using?

Oracle is not supported 0.9.16, but should be supported in the next major release.

If you use single quotes (or an apostrophe) in the subject line of a bug submission, the inserting into the database fails.  I'll look into how best to handle this for mySQL.  In Oracle, the usual workaround is to replace single quotes, or apostrophes, with two single quotes.
