This is a good suggestion.

glibc's iconv would need the same feature.

I would suggest that you report this as a feature request for glibc, at https://sourceware.org/bugzilla/ . There, most of these transliterations will probably go into the file glibc/localedata/locales/translit_neutral. Only a few transliterations are language specific, I would expect.

When glibc has adopted this feature, I'll gladly pull the additions to glibc/localedata/locales/translit_neutral into libiconv.
