One potential approach to this is to set up a special "spam" rejection reason in the WebSTUMP rejection-reasons file for each configured newsgroup, then wrap the call to the reply function in STUMP bin/processRejected script with a conditional if test as follows:

if [ "x$REASON" != "spam" ] ; then
    reply $1

At least by default, it seems that WebSTUMP always sends a rejection notice to the (nominal) sender of an article.  In the case of spam messages, this is a bad thing because (a) it's very likely the From: address was forged, and so an innocent user may end up getting annoyed by the rejection notice, and (b) if the From: address in not forged, then getting a rejection notice may be taken by the spammer as evidence that the submission address is active and hence worth sending further spam to.

WebSTUMP should always present the option of not sending a rejection notice when rejecting an article.
