Yes, the latest update (yesterday) shipped wget 1.19.2 and with it it seems to work as expected.

Sorry, bad wording. I meant

".foo.bar circumvents the proxy for .foo.bar (but not for foo.bar) and bar.foo circumvents the proxy for bar.foo and .bar.foo."

I cannot reproduce here (wget 1.19.2).

.foo.bar circumvents .foo.bar (but bot foo.bar) and bar.foo circumvents bar.foo and .bar.foo.

if one has set http_proxy, https_proxy, ftp_proxy and
no_proxy = .foo.bar,bar.foo
in its ~/wgetrc, wget seems to ignore the no_proxy settings. This is very annoying and makes it often unusable.
