A better recipe is 'stty rows 7 && nano --ignore NEWS'.  Then you don't need a nano from git, and you will see that this bug is old -- since at least nano-2.2.1.

To reproduce, use nano from git, then run 'stty rows 5 && src/nano --ignore NEWS' and try typing ^Y, ^V, PgUp, PgDown.  Nothing happens.

Expected behavior: when the terminal has very few lines, PgUp and PgDown should degrade to simply Up and Down.  They should at least always do /something/.
