Hm, no, $ is not implied in the regexp (nor ^ for that matter).  i replaced "whose value terminates in" with "whose value contains".

referring to the expression: Email ~ "\\.org"

Really "terminates", meaning there is an implied $ in the regexp?  That would be surprising.  if it's really the case, i think it should be explicitly stated.  i'm guessing hoping that what is actually meant is "whose value contains".
