Perhaps the reason C1 controls are often unrecognized, is that in UTF-8 mode they're invalid characters? Should try playing around with their UTF-8 equivalents, and maybe see if ncurses's terminfo database can point me at modern term ems that respect C1 controls (perhaps in latin1 mode, or perhaps in multibyte form in UTF-8).

Don't have a good way to test this, since many terms don't seem to respond to the C1 controls these days, but teseq ought to treat CSI (x9B) as equivalent to Esc [, and include it in the : string (or perhaps safer, a different string, since older/current replays would mistreat a lines tarting ": CSI ...".
