Generation of HTML now escapes sensitive characters < > & " and anything less than ascii 32 and greater than ascii 'z'

csdgmx tool needs to use XmlTextWriter to create XML so that strings are escaped properly. This is still TODO.

Also note, if you insert a non-html entity like &rt; it will break the dgmx file and always show an internal 500 server error on apache

When i write &lt; and &rt; in documentation of c# webservice, it parses the dgmx file into '<' '>' where i just wanted the html equivalent.
