These two tests are basically

read -t .0001 a <<<abcde
echo $a

(the second one adds a -e to read). It measures reading through a pipe from the same process, since small here-documents and here-strings uses pipes instead of temporary files. For some reason, your system can't get data through a pipe in time when executed like this.

I can't reproduce it on any of the systems I have; I think the timeout is actually conservative.
