I use TeXmacs 2.1.1 on Windows 10.
I followed the commands from The Jolly Writer from section "6.5.1 Importing bibliographic references" to import a .bib file, which crashed the editor.
More precisely, I did
1. Data > Open bibliography
2. Data > Import (and selected the attached bibl.bib file)
After the crash, I cannot "Open bibliography" anymore -- the editor crashes.
Reboot or reinstall of TeXmacs do not seem to help.
